By leveraging proven strategies from the for-profit sector and tapping into existing financing and investor networks, we deliver permanent affordable housing units—ranging from 30% to 80% AMI—into San Diego’s Flexible Housing Pool, in coordination with the Continuum of Care.
Our Light Touch Infill development model transforms single-family properties into multi-unit homes, typically 5 to 23 units, using base zoning and ADU regulations. These projects preserve neighborhood character and existing affordable housing while expanding the supply.
On average, projects are completed in 18 months at a cost of under $200,000 per unit—roughly one-third the cost of traditional 30+ unit developments. In many cases, units can begin delivering within just three months of project initiation. With 85% of San Diego zoned for single-family housing, this approach is critical to meeting the region’s urgent housing needs.
Rise Up proudly sponsors the Housing Disruptor Collaborative to address economic homelessness—a rapidly growing segment of the crisis affecting individuals and families with jobs or stable income who can no longer afford rent. These San Diegans don’t need permanent supportive housing; they need affordable, community-rooted homes with supportive services to regain independence.
Yet funding remains heavily focused on large-scale permanent supportive housing—an essential but expensive and time-consuming solution. Light Touch Infill Affordable Housing offers a faster, more cost-effective complement—and it’s time to fund it.

Large housing developments typically take 5 to 6 years to complete. In contrast, Light Infill Development allows for almost immediate occupancy in the primary unit. Acquisition times range from 7 to 30 days, with the initial unit ready for occupancy within 30 days of acquisition. The average project completion is 18 months.
Light touch infill developments have a cost of approximately $200,000 per unit, significantly lower than large-scale projects, which average $575,000 per unit. After initial funding, each site becomes self-sustaining while still offering enhanced tenant services. This approach also helps preserve and improve naturally occurring affordable housing. Funding requirements can be adjusted based on AMI projections
In San Diego, about 85% of land is zoned for single-family, low-density use, limiting space for large-scale developments. Given the growing homelessness crisis, especially in North County and unincorporated areas, light touch infill development is the most effective solution for building affordable housing.
An engaged community is crucial to solving the housing crisis and avoiding project delays. Large developments often face pushback due to their impact on the community’s appearance. In contrast, light touch infill development integrates into neighborhoods by preserving their original look and feel while increasing density.
This approach creates diverse "Infill Communities" that cater to various needs, such as housing for the homeless, middle-income housing, and specialized support for groups like seniors, domestic violence survivors, LGBTQ+ individuals, and teens transitioning from foster care. Each project is unique and can be developed with specific services and support in mind, including shared housing and ADA accessibility.
Smaller individual development sites offer the opportunity to test new technologies, green features, and innovations on a small scale. Delays and risks, including weather, on one site don't impact the overall portfolio, providing risk mitigation. Projects go through city plan check quickly given we work within base zoning requirements.
